You can lodge file as early as you want. That's like you will get into trouble if you pay taxes early. Its nothing to be worried about.

congratulations on your visa, I have received LOA and paid the first-semester tuition fee for Lambton college Sep 2019 intake and I am going to apply for study permit visa from Qatar ....next week online. so I have one question did you apply online or through vfs paper. what documents you included for your visa

Ielts trf , medical, 10,10+2, bachelor's then SOP, TOTAL FUNDS, GIC CERTIFICATE, fees receipt. Hope we meet at Sarnia campus soon

You have to pay one year fees. I paid through bank using Western union
