So if I apply for September intake in the end of July then there are chances for rejection?
Not rejection. You will get your visa late and you cannot start your program. For example if you get your visa 1 week after your classes start, your college / university may not allow you to attend. You will have to go in the next intake.

No, you can use same visa but you have to defer your college admission to next semester.

I cant understand what do you mean?
If you visa is issued late. You can use the same visa to enter Canada at a later date, as long as it is valid. So no problem with visa.

If you are going to join for September intake and your visa comes after the classes start. You will have to go for the next intake which will be January intake.

Okay so in that case I have to wait for January
N my visa period will start from January or september?
Will start from September, if you have to defer admission, you will have to extend your study permit and visa once you enter Canada.

I have a query and hope you can assist me .

My visa expires Aug 30 , I am in Canada on Study Permit ,

If I get accepted for a new program for Jan ( Winter Term )
Can I submit study permit extension before my study permit expires ?

Yes, in fact you must submit the extension before it expires, after it expires you will lose status in Canada. If you lose status, you will have to apply for restoration of study permit, which is very time consuming.

IRCC recommends you to extend your study permit at least 30 days before it expires. You can extend it at any time, as long as you have the required documents.
