On May 7th I got the first request for payment of the Right of Permanent Residence Fee (RPRF), I paid it that same day for my dependent and me and uploaded the receipt in my profile.
On May 31st I got an email saying that I had a new message in my profile and instantly another from the Visa Center in Mexico (which is weird because I'm in Argentina, entirely different country in an entirely different continent), with a letter attached asking me to pay RPRF and upload the receipt:
Dear XX:
This refers to your application for permanent residence in Canada. In order for us to continue the
processing of your application, we require the following:
Payment of your
Right of Permanent
Residence Fee
To expedite the processing of your application, please pay the Right of Residence Fee for you and your Common-Law Partner. If you already made this payment, please provide us a copy of receipt.
For online payment: https://eservices.cic.gc.ca/epay/welcome.do?lang=en
Cheques or money orders in US dollars or currencies different than those listed on our website will be returned to you and this may delay the processing of your application.

Please note: Supporting civil documents and police certificates must be in English or French. If they are not, send a certified translation with a copy of the originals. The above information/documents must be received in this office within 30 days of the date of this letter.
The message in my application profile was wrongly uploaded as I get a "This page isn’t working" site when I try to open it and I haven't got a separate field to reupload the RPRF Receipt again. Basically, my only shot was to try to contact the Visa Center, I tried calling but "all questions are answered in their website", the chat assistant on their website basically knows nothing about my visa application. I sent them an email and I'm awaiting their response.
Any recommendations here? I don't know what else I can do other than email the VC.
