I'm born and raised in Canada (Canadian citizen) and my Wife is from Korea and with a PR to Canada.

Both of her parents passed away when she was young and she was raised by her older sister and brother,

Can she sponsor her older sister to become a PR of Canada? Of course they are much older than 18yrs old.

According to this link above it tells me yes, but her Korean friends are telling her it is not possible.

Any advice or links would be amazing.

My understanding is that it is not possible. If you read the link you provided closely you will see that her sister is not eligible to be sponsored as a "Orphaned brother, sister, nephew, niece or grandchild" because the sister is over 18. Your wife is also not eligible to sponsor her sister as an "Other Relative" because your wife already has at least one relative who is already a Canadian citizen/PR (that relative being you, her spouse).

No - not possible. She has you in Canada and doesn't meet the requirements.
