Yes, depending on the application and on the Visa Office, they can go over the 12 month timeframe. They aim to finish 80% of the application within 12 months, but I don't think IRCC is performing that well. For my VO, for instance, the processing times exceed 12 months very often; they take all the time they want to assess the application.
It's hard to say but that's an average so some will be done in 6 months and others will take 18 months. This is straight from their website.

Family Class Priority (Overseas – spouses, common-law partners, conjugal partners and dependent children)
  • Our service standard: process applications within 12 months
  • Our target: meet the standard for at least 80% of applications submitted
  • Our performance in 2017-2018: processed 73% of applications within the standard
    • processed 80% of all applications in 15 months
    • processed 80% of applications received since December 2016 in less than 12 months
    • We expect faster processing as we finalize applications from before December 2016
  • We introduced this service standard in April 2010
Reading that one assumes that in 2018-2019 it should be above 80%. I can't believe that they're still dealing with 2016 applications. I wish that our application had been sent to Sao Paulo instead.

I am still waiting for any of the three to be started even after 10 months of Medical passed update. They can start sharing again if they want more info from each other. Don't worry. All you can do is be patient and see if you can contact your local MP's office for intervention, which they might not do since the 12 month waiting period has not elapsed yet.

My Medicals were done on July
Got medical Passed on August
October transferred to LVO
Started processing on November ,
Nothing since then , it’s really getting into nerves , the wait is really long and the day left for completion as per the Time Bar is 5 days and it feels like that’s not gonna work anyways!

Looks like there still is a bunch of us with same status and messages on our gckey. Can we all share again the nationality of PA and which visa offices are we being processed? Our case is sitting in Cairo since end of January and nothing has started yet- eligibility, security and criminality are all still yet to be done. Our last check in with gcmc notes was beginning of April. We’re planning to apply for another set on the 1 year anniversary of submitting the application. I am a naturalized Canadian citizen and my husband is Egyptian. It was noted in our files that we hold different religious backgrounds.

Great news!! Just wondering how you are sending your passport? Through the regular mail, or using a different delivery service ??
Hi thank you!
We took our passport in person to the VAC office in Santo Domingo and they sent it with vfs. We were told it will arrive in 15 working days and we will pick it up in person.
Good luck

What does holding different religious backgrounds mean to spousal immigration? This is completely unacceptable that a CIC agent would write that down.

We are exactly on the same page or you can say in the same line. June 13th applicant so according to that FUNNY time bar only 13 days left.

They look at everything since in some countries fraud and payoffs are endemic. I don't know. Are mixed marriages highly unusual in your country of origin?

I'm in the same boat. An August 2 applicant with the the AOR2 being the last update on Feb 28. I heard that some countries take ages to respond to requests from the CRIMINALITY CHECK. Since we all have to include a POLICE CLEARANCE with the application, I don't see the point of it in simple cases.
