Help! Can I work full time in the summer if I failed a course?

Hello, my situation is a bit complicated. I would appreciate your answers very much.I was about to complete my 2 year college program but in the final semester Winter 2019 I failed one course and it is not available till next year!!! My plan is to remain in my program with a full time status in Fall 2019 and then part time in Winter 2020 to retake the failed course, so that I can be eligible for PGWP. I am trying to make money in this Summer to pay for my upcoming Fall 2019 and Winter 2020 semesters. Am I eligible to work 40 hours/week in this summer?
