None of us are professionals. You can pay for a consultation with a lawyer or consultant. She will have to qualify on her own and doesn't have a strong profile. Travel history would only be counted if it was to a country like Australia, US, UK, etc. She will have to prove that she has the means to pay for her own travel and strong ties to her country, like husband, minor children, job, etc. There will also be concerns that she is in Canada to work taking care of your child which would be illegal.

Can i add that she is taking care of her sick father in the philippines (87 years old) and her travel history will be on Hong Kong and i will indicate the purpose of the travel is to visit me and my family and to go to Niagara Fall to fulfill her dreams to see it in person. And i will make a letter of financial support stating that we will provide all that she needs while she is in canada.

I am confuse please help me. Can i apply visit visa for her.

Sure she can apply but she still doesn’t have a strong application. She should apply for a 2-3 week visit. Although you may be paying for her visit she still needs to show that she can pay because there are cases of friends and family changing their mind when visitors arrive in Canada. Given that you are on maternity leave there also may be concerns that she is arriving to care for your child. Would apply but don’t book any tickets and be prepared that she may be denied.
