Eligibility to reapply after PR has expired

My husband and I got our Canadian PR( skilled worker) in 2014 which got expired in April 2019.
We completed the landing formality in 2014 but since then haven’t moved to Canada as a permanent resident. We did visit the country couple of times to meet family/friends and sight seeing but did not stay beyond 4-5 days at a time.
The past 5 years we have been residing in the US.
I am interested to know if we are eligible to reapply for a new PR or is there any way to extending the old expired PR?

My husband was the primary applicant on the old PR. Can we reapply with him as the primary applicant again? Or would it have to be me ?

Appreciate any inputs on this.

If i understand this correctly, my PR is not considered expired until an official decision has been made ( do we know how long that process usually takes?)
But if i wanted a clean PR without having to wait for the official status, then it would be better to voluntarily give up the PR and reapply again.

I am asking this because i am not sure as of yet if i will be moving to Canada this year and wanted to know what my best course of action would be if i wanted to move in 2020. IN that case, wouldnt it be better to voluntarily give up the PR now and start afresh?

Thanks for your response. Last year my PR card hadnt expired versus now it has and hence i thought my experience could be different.

If you renounce, are you certain that you will be re-invited? You are older now, you've lost points. If you're still below 30 then it won't matter. But if you're in your 30s, double check with a CRS calculator. Keep in mind that the pool has grown a lot since 2014 and cutoff scores are pretty high.

If you know for a fact that you will have more than 465 points when you apply, then sure, you can renounce and reapply. If not, you may want to reconsider giving up the PR. You may not get it again that easily.
