Thanks...when they ask for photocopies... Do I have to certify the photocopies or submit plain ones? Any tips and tricks or documentation that you think we should submit in addition to what they are asking for.

My mom is currently in Canada on supervisa and we now got ITA and applying for her sponsorship.
Yes all photocopies of documents were notarized from back home, also any documents that are not in English like birth certificates/ID cards of parents should be translated in English and copies should be notarized. I submitted police certificates along with the application , however after 1.5 years i was asked to provide them again. So you either you can submit police certificates now or wait till they ask for it.

how long it took for the background check? in your case?

that's a long wait. hope they speed it up for the existing applications.
They won't speed it up just because we hope. In fact CIC is probably the laziest and most political gov org that you can find in Canada so no expectation from them at all. They have no civilian oversight and have been lazy with auditors recommendations. I call them hopeless.

But, the mandatory requirement for biometrics might speed up the security check portion. Apparently some are already enjoying that. This is still too early to speculate if biometrics will indeed cut the 1 year background check/security check time or not. All other parts of the process has no light for betterment at the end of tunnel at this juncture of time.

Hello,

This is a summary of my application to sponsor my parents (and add my younger brother in later on):

July 20, 2017 - submitted application to sponsor my parents only (my younger brother was over the dependent age at that time). I also submitted a letter asking to consider putting my brother together with my parent's application but never hear back.
Nov 24, 2017 - started processing
Dec 5, 2017 - decision made (sponsor application)
Jan 2, 2018 - visa office Singapore received my parent's application (for PR?)
March 22, 2018 - started processing my parents' applications
Mar 28, 2018 - medical exam - then showed "medical results have been received" without date, also the latest update I see online so far.

I was debating and debating, contacting an immigration lawyer but going nowhere. Then the second lawyer confidently helped made an application to add my brother to my parents' application (the new rule changed for dependent's age so my brother qualifies at this time).

Sep 20, 2018 - My brother was added to my parent's applications and they requested documents from my brother, also medical exam. To add, he already stayed in Canada as an international student.
May 24, 2019 - requested tax report 2017 from me and husband (co-signer) due to adding my brother to the application. I checked online today and it changed from "Decision made" to "In process" from my application to sponsor.

Does anyone have a similar case as mine, or seen one? (adding dependent after submitting application) In your experience, what should I expect next?

After medical exam you should have seen Medical Passed. Unless, all your notes you mentioned is from ECAS and not My CIC Account. If it's a PASS you are just in waiting of LVO work. If not passed something is a mess. Contact LVO.

As for adding your brother it makes sense to evaluate your income again so your case is probably back in Mississauga?! Call and ask, they will tell you where it is.

Thank you for your timely reply. I just wonder what is “LVO”? And how can I know if my case is being processed at Mississauga? Are there a number to call?

LVO =Local Visa Office

For example, are your parents from Philippines? If yes, then their local visa office is Manila. Some cases finish A-Z all in Canada and some go overseas to Local Visa Office to be finished. I see you said Singapore so that is your LVO.

The number to call is CIC. Google them.

If someone gets file number, does it mean, his / her file will not be returned due to any mistake on the application?
Any idea / thought ?

Gets file number how? You mean you received a letter that your application was received? Most likely CIC in Mississauga is OK with completion of file. Sometimes they request more info. Sometimes second LVO requests more info. File number itself doesn't mean much but you are in the system now so that is good.

What does your My CIC Account show for Medical? Passed? If yes, you are good to go. If it's been a while and pass doesn't show then maybe look at this page for more info. They should be asking more info soon or sending you a letter:
