I’m a PR holder and my wife and daughters are Canadian passport holders. My PR card expires in sep 2019, but I will not complete my PR obligation for PR card renewal. What should I do to renew my PR card. I’m staying in canada at present.

Stay in Canada and don't try to renew your card until you meet the obligations. You can stay in Canada with a PR card, no worries.

I am in a slightly similar situation. My wife and son are PR cardholders and staying in Toronto, but I am not in Canada and have not completed residency, but have applied for renewal.
What will happen to my application?

If you have applied for renewal, not in Canada, and not meeting the RO, you can expect your breach to be noticed and the proceedings to rescind your PR status to begin.

You can't renew a PR card outside Canada, and you should never attempt to do so without meeting your RO.

You are still a PR and can do everything a PR can do - except leaving the country with an intention to return or applying for things through IRCC that you need to meet an RO for (like sponsoring a family member or renewing your PR card).
