TRV Application Delayed beyond Processing Time - PFL Case [Dec 2019]

I applied for a TRV (Temporary Residence Visa) for Canada along with my wife & son on 24 Dec 2018 to visit my wife's aunt in Toronto. The application was paper-based applied in New Delhi VFS.

On 15 Feb 2019, I received email from VFS that your processed passports have been received at VFS. There was a PFL (Procedural Fairness Letter) along with mine & my wife's passports along with standard content of the letter it stated that "The Bank Statement submitted by you is found to be fraudulent." Please reply to this letter within 30 days else your visa will be refused or you will be banned for 5 years.

On the next working day of collecting our passports, I replied to that letter on the email ID indicated in the same letter. Along with enough evidence from the bank to prove that the bank statement is authentic and has not been forged in any way [and that's absolutely true as well]. Today it's been 144 days since I submitted my application & 88 days that I replied to that letter I haven't received any response so far.

In between this period I sent a reminder email on the same email ID [delhiimmigration[at]international.gc.ca] on 5 Mar 2019 & 5 Apr 2019 and also filled case specific Web Form on 3 Apr 2019 but every time I only received auto-generated emails.

Till today on CIC account [GC key] the status shows that "We are processing your application. We will send you a message when there is an update or if we need more information from you."

I spoke to the Canadian High Commission, New Delhi once and they suggested me to either wait or reapply since I have my passports with me now.

What do you all suggest what may have caused such delay and what should I do next?

You can't reapply with an active application already in process. You just need to wait.

The PFL has caused the delay because they believe you submitted fraudulent documents.
Thank you for your reply! But in that case, if they are not satisfied with the evidences I have submitted they should refuse the visa. What is the point in keeping it hanged in between? Is there any other option to contact the Canadian High Commission, New Delhi? Or maybe to escalate it to someone?

You can't reapply with an active application already in process. You just need to wait.
Thank you for your reply! But the lady I spoke to from Canadian High Commission confirmed me that you can reapply as you have got your passports back, I just want to restart the process because neither they are responding nor they are giving any specific timeline in which I must get a reply. They just ask me to wait and I have been waiting for a response since 18 Feb 2019.

Because they have to investigate your response to see whether what you said is true or not. This is, unfortunately, what happens if it looks like there are fraudulent documents submitted - even if you didn't.

If your documents look similar to other people's documents, for example, they may be waiting for responses from other people, from banks, from police, etc. Sadly, you will just have to wait.

You can try to re-apply, but you may be rejected very quickly after applying because you have an active application.

But the lady I spoke to from Canadian High Commission confirmed me that you can reapply as you have got your passports back, I just want to restart the process because neither they are responding nor they are giving any specific timeline in which I must get a reply. They just ask me to wait and I have been waiting for a response since 18 Feb 2019.
It doesn't matter if you have the passports. You can't apply with an app already in process. You need to wait for the outcome of this app.
