Best province to sponsor sibling of PR candidate

You cannot sponsor your sibling. He will get points for having a Canadian PR brother (15 points), but he needs to qualify on his own.
In addition, there are some provinces that will prefer candidates that have siblings living in the province (Alberta, for example). However, your brother will still have to meet all the other requirements of the program - it's not enough just to have a brother living in Alberta

If the qualifies directly under the Federal Skilled Worker program, then you don't need to worry about a Provincial Program.

Actually my brother has experience but he is only 12 pass
Where as my sister in-law recently finished her BE with computer engineering but no experience. So should I tell her to gain some experience on her field and then try. Do u think that will help us?

I filled the federal questionnaire form earlier today and found out that my younger brother is eligible. But it doesn't provide the score.
Given your description your brother would not have a high enough score. Neither would his wife without work experience. You really need to dedicate time to reviewing the various requirements.
I checked their eligibility through link so my sister in-law will be eligible once she gain 1 year experience so I think I should give her time to gain 1 year experience first then we can take it from there.
