Hello all and thank you for your responses in advance.
This is my profile summarized:

Language (IELTS) CBP 10 (L:9,R:8,W:7,S:8).
CRS Score: 431
NOC: 2172
Master's Degree in CS (Evaluated by WES)
NO Job offer

Would you let me know if it's better to apply directly through Express Entry (no program) or for PNP nomination. I don't know if the CRS score has dropped all the way to 431 for Express entry with no program.

Thanks again for your help & support.

Do you qualify under either FSW or CEC? That's the first question.

If you do, and this is your CRS score, your chances aren't great. A 450+ score is currently required and it hasn't dropped to 431 in a very long time.

You should definitely look at PNP programs.

If I am not wrong, your current IELTS score is equivalent to CLB 9 (owing to Band score of 9 in Writing)....If you can retake IELTS and score at least 7.5 in the Writing module, then you can achieve CLB 10. That would let you score an additional 12 CRS points - ramping up your score to 443....
As of today, ITA's are being issued to scores in the 450's. So a CRS Score of 431 is not likely to receive an ITA directly. 443 could perhaps stand a chance of ITA later in the year, if they hold back-to-back draws or increase the number of invites issued per draw.
Most provinces will invite applicants directly from the pool based on the applicant's NOC (or job offer in their province or French language skills)....so in most cases, Provincial nominations are a chance and you will need to wait until you receive a Notification of Interest from the respective province.

So, first, I would recommend that you max out your IELTS score and stay in the EE pool thus laying the ground work for a Federal EE ITA.
Second, indicate that you are open to Provincial Nomination from any province and hope that you receive a Notification of Interest.
Third, keep looking for job offers with a LMIA (which are extremely hard to come by). Go with whatever clicks first.

Good luck.
