Hi,
I applied for Quebec skill worker program last year, my application was between those 17,000 applications which were stopped. I never received any answer so far form my Quebec application and now I am applying for EE. Do I have to mark yest to the question ''Has...... applied to Immigration, Refugees and Citizenship Canada before''?
Please advise.

I don’t think so u have to answer it yes . Because u got no application no /uci nothing . And y to complicate loe. Rest wait what other seniors have to say . It s just my opinion on reading other forums here

Does holding a Canadian Tourist visa mean that I have to select yes for Has applied to IRCC before ?

Yes that is true I don't have any UCI.
 
Yes. Since you have a TRV, you will have a UCI number assigned.

The visa counterfoil in your passport does list the UCI number but it isn't annotated as such.
It is the last number, in the line next to 'C.Rec' code (usually directly beneath the 'Person(s)' listing) and should be 10 digits.
 
Thank you! I do see that number, total count of digits is 8 (I had gotten it in 2015), would this be concerning issue going forward ?

My UCI is 8 digits as well (2009) and I’ve used it for a variety of things without any problem.

So i had a different GC key when i applied for my study and work permit.

I created an express entry profile with a new GC key, should i use my old UCI code for any question that might as for it?
