Do I have to commit my fund to my account for the period of evaluation, both provincial and IRCC, for 15 to 19 months, without using it for other businesses or it is only for provincial evaluation only?

Secondly, does the process actually take up to 19 months as given on cic.gc.ca website?

U have to maintain your funds till the end; means visa on hand

The settlement funds should be maintained throughout the process. Also you need to take this fund with you when you enter Canada for settlement expenses till you get your PR card and proper job . The process time is and indicator it may or may not take this much time buy be prepare for 20 months always.

Do you have dependents? If so, how many?

I've heard timing depends on how big the family is. Not sure though if this info is accurate, but makes sense. My AOR date is pretty close to yours, August 20, but I have 3 dependents. I really hope to hear from CIC soon too!
