Can a PR applicant also apply for PGWP?

Hi,

I recently graduated from a college in Toronto and I was willing to apply for the PGWP, but one of my friend told me I cannot as I have already created a profile for PR( Did not receive ITA) and two immigration applications are not accepted. Is this true? Can someone guide me on this?
