Is it possible to return india after getting 3 years PGWP and do 1 year work in india.
Then return back to canada and apply pr with that experience in case if it is hard to find a job in canada.

Do you mean under CEC? Note that Canadian experience expires for CEC purposes after 36 months.

Yes, you can gain "foreign" experience outside Canada even if you have a PGWP. Returning to Canada will require a visa if you don't have one. You can't travel on the work permit.

No idea about university.
