They received VFS Global Notification after they gave their biometrics at Canada Visa Application Centre Centre- Chandigarh on 4th Jan 2019.

For eg.

Visa application, tracking ID No. has been received at the ChandigarhOC VAC on 2019-01-07 02:36:46 AM GMT Standard Time and is on transit to the IRCC Office in ChandigarhOC ,for processing. Please note this is an auto generated e.mail. Please do NOT reply to this email.

Now it shows: NO RECORDS FOUND.


But before it never showed that successful submission.

In January they also emailed VFS global, just to confirm:

VFS has no role in updating your Bio-metrics online. For further clarification, you may coordinate with the Consulate General of Canada in Chandigarh on their email ID: chadgimmigration@international.gc.ca

Therefore, they emailed both Delhi and Chandigarh Immigration, but got no response.

On Feb 7 they got refusal notification in their CIC account.

:( Lady Official at Chandigarh Visa Centre clearly mentioned they have successfully given the Biometrics and gave them Biometrics code and a long thin receipt.

I don't know how it is possible.

I don't know how it is possible.
It seems like VFS/VAC did not send their biometrics to the visa office.

Generally speaking, some applicants get a bunch of emails about a decision envelope being sent back-and-forth between the VFS/VAC (the text in those emails is incorrect). These emails only confirm that the biometrics were sent by the VFS to the VAC. Did you receive any of these emails?

Also, which city do your parents live in?

My parents live in Karnal (Haryana), India.

Typically, they received 1 email each from VFS global on Jan 4 (after they gave their Biometrics)
And, two email notifications from VFS global on Jan 7.
Last email notification they received from VFS global:

My name is and name of my spouse is . We both applied visitor visa online from India on 1 January 2019, to visit our daughter in Canada who is Canadian Permanent Resident.

Here are our details:



We received Biometrics instructions letter on January 01, 2019. We booked biometrics appointment at Canada Visa Application Center - Chandigarh, India for 2019-01-04. Me and my wife gave biometrics on 2019-01-04 as per appointment. We received receipts and biometrics IDs, along with the tracking ID No. from VFS global.



Unfortunately, we received visa rejection on Feb 8, 2019. We ordered GCMS notes for our case. In the GCMS notes, it has been mentioned that "Biometrics has been requested and now due date has been passed. Application refused based on non-compliance". Please refer to Page 37, Notes section (Notes 1< Officer Review Text) on the GCMS notes for both Ranjit Singh and Raj Rani.This is mentioned for both of us. However, we already successfully gave biometrics on 2019-01-04.

I have attached following documents to this email for your reference and proof:
1) Biometrics Appointment letter
2) Biometrics receipt and Biometrics IDs
3)Refusal letters
4) GCMS notes

Please advise how can they can improve the letter?

Your parents/you cannot courier this to CPC-Ottawa. You probably won't get any response.

Please note: they used incorrect name for addressing here. So, my parents were bit confused. Still, they sent all the files with reduced file size. They attached GCMS notes, refusal letters, biometrics appointment letters and biometrics proof, everything to the email.

Should there be a special subject line like "Reconsideration request"?

TRV refusal letter and GCMs have correct name for both my parents.Biometrics IDs with Barcode have correct name and date of Birth.

When they responded to my dad's first email, they addressed him with an incorrect name, still he sent the files again as he thought it was a mere typo. This email response was from CPC Ottawa. Nothing from Delhi or Chandigarh immigration. But no response, after that.

Do email CPC-Ottawa (scroll up for the email address, don't courier these documents to CPC-O) + email NDVO and CHD visa offices too

Actually when they emailed CPC, they mentioned Ottawa's mailing address accidentally. Their intend was not to courier them.
