My query is where does one get an ITA? Is it an email on our email address or we need to check our cic profile page?
You will get a mail to your EE account in inbox with the ITA details. It takes 24 hours to get that. Congrats in b/w

But what if more than 3500 people had scores above cut off. Who will be given priority first? Then won't it be based on submission dates?
The cutoff score is determined by the number of invitations that were issued, not the other way around. They start with the person with the highest score and issue invitations in descending order until they reach the last invitation. Lots of people will have the same cutoff score, so at that point they then switch to ranking by seniority-- i.e., older profiles get priority-- which determines the cutoff date. The cutoff date only applies to people with the same score as the cutoff score, such that if the cutoff score is 451, all candidates with 452+ will receive an invitation; those candidates with a score of exactly 451 will receive an invitation if their profiles were made before or on the cutoff date/time.
