I had raised a IRCC webform request and got the following reply:-

• The initial assessment to ensure your application is complete has been finalized on January 3, 2019. Following this assessment, your application was transferred to the Case Processing Centre in Ottawa, Ontario. The office will contact you if they need other documents from you.
• The responsible office is currently reviewing the application and documents submitted to determine if you and your family members meet the eligibility requirements under the class for which you have applied. You can expect to be contacted if additional information is necessary.

Does this mean eligibility has started or its just a generic reply from IRCC?

So I have a stupid question that I just thought of.
I got my ECA from WES but never received the hard copy of the report, just the soft copy. Used that for the application. My question is, if I don’t have the hard copy, would it make a difference if and when I get the PPR? Like when I do the landing?
