I am CEC applicant,

We moved in Aug 1, 2016 and we become common law in Aug 1, 2017 by standard.

But is it okay if I put CIC that we are common law in January 1, 2018?

reason why is because we declare our common law relationship in 2018 tax return and state January 1st, 2018. We didn't know about common law thing until recently and we immediate declare in our 2018 tax return and set to earliest day as possible.

No. You need to give the actual date. You also need to contact CRA to correct your common-law date. If you or your partner recieved any credits based on being single during that time, you will owe money. Tax fraud is not a good thing.
