The ‘eligibility’ and ‘final decision’ fields in your profile will not change to passed until after your CoPR has been issued. This is an example of what a profile looks like following a CoPR.

!
Wow! Congratulations!
I am
AOR : Nov 2 as well.
Got into IP2 recently - the BGC Check has started.
I hope to receive the mail soon.
Btw, did your eligibility show MET when you received PPR?
Because mine doesn't. It only shows " we are reviewing your eligibility"

No, I don't imagine there's an intentional bias against certain types of candidates or countries of residence - that would be against the law. I also know of and completely agree with the close cooperation between US and Canadian security agencies, but that does not explain why candidates who may have lived and/or worked for a substantial amount of time in the US are treated differently to Indian citizens presently resident in the US. I'll use my own example: I have lived in the US a total of eight years (four years as a student, close to four years on an H1B), so there should be a wealth of information on my background in the US. I have submitted PCCs from the US, the UK and India, so what gives? You can see why it's hard not to interpret the difference between being resident in the US v. India as arbitrary.

Whether there is a bias by design or not, IRCC should be aiming to reduce the standard deviation between PPR days for all candidates, which is likely 100+ at the moment. And IRCC must know that we know of these large variations; this is the age of information and social media.
I'm also an ex-resident of US. Since coming back from USA, I have been in India for 5 years. So, the US won't have background information on this period of time and therefore, CBSA/CSIS will have to investigate. I imagine it is the same case for you as an ex-resident. So the cases of a current and ex-resident of US are not the same!

We don't know exactly what this background investigation is. Maybe they have some partners in India from whom they get this information and therefore, the delay exists on India's side. We all know how slow Indian govt authorities are. My simple renewal of a passport took almost 3 months last year, with no change in address or any personal information.

I disagree that IRCC should reduce the standard deviation between PPR days for all candidates. All they should do is ensure that each candidate is processed as fast as possible. Again, I really doubt that Indian residents are intentionally being delayed. I have seen GCMS notes of US residents and Indian residents and seen their R10 checks and case analyst reviews are almost at the same timelines. MEPs come at the same timeline. So, by the process of elimination - it appears that background checks is the main culprit and again, we don't know exactly what goes on into this. Maybe US is much faster and more proactive in sharing info, so what can IRCC do?
