Already paid 180cad, And eta is only valid by Air. My son lives in Toronto now, so i ll be going alot there. Would be nice to visit USA by car.
The ETA is valid by car as well. Why did you think it's not valid at a land border?

The ETA and a TRV are an either/or situation. Brazilians need one or the other, not both.

Yes, she is correct. Brazil is unique in that it's citizens qualify for an ETA, but only under certain conditions. And they also need TRVs if entering by land. All other visa-exempt countries either need an ETA (if flying into Canada), or can just arrive at a land border with their passport.

As far as I know, Brazil is the only one with this dual ETA/TRV situation.

So yes, @MariOliveira is absolutely correct and should get her TRV after she returns from the US.

Also Bulgaria and Romania, per the link she provided.
No, not any more. That changed some time ago (Dec 2017)

Bulgaria is like any other visa-exempt country.

Romania has two options

1. Electronic passport - ETA required, no need for a TRV (standard process for any visa exempt country)
2. Non-electronic passport - TRV required (no option for ETA, like any non-exempt country)

What will happen when visa requirements are expected to change for citizens of Bulgaria and Romania on December 1, 2017?
The Government of Canada intends to lift the visa requirements for all Romanian and Bulgarian citizens on December 1, 2017. At that point, these citizens would no longer need a visa to travel to Canada. However, similar to other visa-exempt travellers, they would need an eTA to board a flight to Canada. Further information will be provided on Immigration, Refugees and Citizenship Canada’s website in November 2017.
