The guide states that it has to be regular photos signed in the back with description who is on the pictures, when was it taken and you also need to include your full name and date of birth. Albums or book albums are not allowed. Photos has to have a rubber band to keep them together, no envelopes. Prints are super cheap at walmart or costco.

Where does it say that albums are not allowed? I've seen plenty of people file PR applications and who have used albums without problem. We sent in an album as well. Your description with the rubber band is very specific and is not mentioned in the document checklist.

Exactly. Maybe plenty of people used albums but they are not acceptable. I would love to include a nice photo book but this is not acceptable so I did not. Same with those who sent more than 20 photos and they only want no more than that.
