If a Canadian company chooses to bring in a foreign film crew (from the USA) to shoot a promo video for their company, do the US film crew require work permits? Considering they are not entering the Canadian job market and are just coming for a specific job, would they be exempt?

Or would they require work permits because ultimately the Canadian company is paying them?

To work in Canada as a news reporter or as part of a film or media crew
You’re:
  • a news reporter or member of a reporter’s crew,
  • a member of a film or media crew who will not enter the Canadian labour market,
  • a journalist who works for a print, broadcast or Internet news service (journal, newspaper, magazine, television show, etc.) and your company is not Canadian,
  • a resident correspondent, or
  • a manager and or member of clerical staff, as long as the event is short term (six months or less).
If this describes you, you do not need a work permit.

I doubt that the Canadian company will be paying the individuals, but paying the USA company for the services provided.
 
However it’s also recommended to contact the CRA and see if they should file either a R105/R107 for a reduction in tax paid

Call the CRA, advise the agent you’d like more information regarding Regulations 105/107 waivers , they’ll transfer you to the correct department

Would it make sense that customs would refuse entry to the crew saying that the Canadian company should be hiring Canadian workers and not USA workers?
