Yes, you should file a tax return. If you have been working you have to file a tax return.
If he is not worked yet still he need to submit tax return because he received money during course of the year but it is for sure he don't need to pay any taxes.

all refugee claimants must file taxes before 30 April, this has nothing to do with being protected or no.
if you please could share your timeline for notice of decision

Sorry but I'm not well versed in this matter. I've been in Canada for 4 months now. I didn't work and only have a Canadian bank account that I made some wire transfer to from my original country bank account. It's only a debit account. Should I file for taxes?

Are you on welfare as well? If you are, you need to let welfare know. You would also need to declare your "world income" to CRA (what you earned outside of Canada for the year 2018).

Is SIN required to do that?

So you can get a refund on top of welfare income? Unreal.
That is one of the major reasons to elect somebody that can stop this bull crap next year. While our Canadian children are suffering shortage of fundings of schools, our government is wasting our tax money on leachers/free riders

And you know what? We gotta learn something from our southern neighbor. Canadian First!!!
