Got PPR's from CPC-M on two not so much straightforward cases in September 2018. Outland applications were filed in July, received PPR in September. 2nd marriage for the sponsor and major age difference.
Thank you!! You're shedding the light on so many theories and my thoughts and ideas! Please continue :)

My wife and I are married less than a year as well but we have proof of relation more than 3 years leading up to marriage. Our file is in CPC-M now. Hoping thats where it gets decided
just discussing the arbitrary example.. not trying to give this “rumor” wings
I also think Indian applicants are being sent to CPC-M through a completely different scheme, full stop.

PPR within 2 months of mailing the file out?
Yes, One of the applicant was from India. Applicant married in May, filed on July 18th and PPR on September 5th. It was first marriage for the applicant and 2nd marriage for the sponsor. Both met for the first time a day before the wedding. It was our first file from India that was transferred and processed at CPC-M.

Second case, applicant from Philippines and Sponsor was Canadian. 19 years of age difference. File last week of July and Passport request September 30.

I kind of think it has something to do with elections this year, similar thing happened in 2015 just before the elections where certain applicants received PPR's from India and other countries within 3-4 months. I could be totally wrong but you never know.

Agree with me how awkward should be the feeling when you know your application is somewhere right across the street! :D Not a case for me though, but I was thinking about those who live in Sydney, NS and who's applying for sponsorship from there :)
Not to give every single biographical detail of my life away, but my mother was born... let's say VERY CLOSE to Sydney (my grandfather worked in the Sydney Mines) and I half-hoped they'd ask for your parents' birthplace on the forms just so the officer could maybe see it and be like ohhh yes yes, must be good people, APPROVED! :p:p:p

A friend of mine who applied in November 21 just got the PPR today.

I’m still waiting for my SA, medical and biometrics request. ( file received - January 24, AOR- March 14) :(
not everybody has received SA, medical and biometrics request from last week of January. what is PA' country?

Of course I've read that post about triage criteria :) But thanks for mentioning it anyway. Basically what I got out of that post was "Ok, we have some criteria based on which we decide whether or not we're gonna send an app to CPC-M, but we won't say those criteria". Well, not that much helpful cz we've already known there should be some criteria for that :)
well you know there is a criteria and WHY they can't and shouldn't disclose how they assess a relationship's genuineness and the person who is coming to become a permanent resident of a country like Canada.

70 days since my application been received and I haven't heard anything from them.
No AOR, no file no ecas, can't link file either.
I call them but all they say is someone is working on it, I just have to be patient.
I honestly feel like they have lost my application or just forgot about it completely.
So annoyed!

I actually got notes for NDVO in 2017 on how officers are trained to access the genuineness of the relationship and there is quite a lot of information on what factors they look at. I am not sure if I can upload PDF presentation here.

It's actually 70-80 page presentation for India and Afghanistan spousal applicants processed at NDVO, will try to find a way. Let me know if someone knows how it could be shared.
