Declaration from non accompanying parent

I have a question. Both me and my wife are PRs. We just got a new baby that was born in the US as my wife needed to be with her Mom there so she can help her with baby etc. Now I am filling to sponsor the baby. I kinda do not get the
Declaration from non accompanying parent Form. I mean she is already a PR and she is coming back with the baby. The checklist says that form needs to be included. I am a bit confused here and appreciate the feedback.

I am not aware of this requirement. As long as co-signer is Citizen or PR, it should be good.

I see. However if she is not a co signer she will still have to sign it I assume ?
