i receive an email from university stated the decision they made.. unexpectedly i do not have an acceptance from the same. i therefore requested for the reason.

Mail the graduate program advisor from your department or someone who looks after applications. See profiles of various profs, and whoever is doing/has done projects matching your interests, mail them expressing your interest etc.

I emailed one the professor that could potentially be my supervisor about 2 weeks ago. I didn't get any reply from him. So, am just hoping for the best.

No, you do not need to secure a prospective supervisor prior to applying for course based program. You just need to apply normally as individual candidate
