Extend Stay Permit Refused

Hi.. I Need help and sharing about my problem..

My status here as a visitor,I came since Feb 2017 and I did extend stay permit 3 times and I always get approved from CIC. I came to canada due to of my mom lives alone and now she is disability since January 2018 and she is not able to work and dependent of me.
End of Nov 2018 I did extend my stay permit (this is the 4th time I did) due to my stay permit expired 30 Dec 2018.
On 1 February 2017 I received refused letter, in that letter they didnt explain clearly what is reason. in the same day I went to MP office to get help from them.. and they called CIC. they said I can do reconsideration / restoration.

My question is ..
1/ My stay permit was expired and is it possible to apply restoration?
2/ How many day they give us a time for submit restoration?
3/ I applied for Humanitarian and Passionate Program on 3 Dec 2018, is it effect with my H&C application?

1. You can apply, but since you’ve been here for 2 years on a TRV and not a visitor, I’d think your Hanes are pretty close to zero of a positive finding.
2. 90 days from the date your visa expires.
3. Having an H&C application won’t be effected. Having an H&C application also won’t prevent them from removing you from Canada.

I am really frustrated because impossible for me to leave my mom alone.
there is one person from my community applied for H&C and he discussed with lawyer either he has to extend his stay permit and lawyer said he doesnt need to extend his stay permit while waiting for the H&C process. But I call to CIC to double check and they said as long as my H&C still on process and I have to extend my stay permit..
this is really confusing and now problem come to me.. CIC refused my extend stay permit.

Agree with Buletruck. A Restoration app has almost zero chance of approval. You can expect a refusal and to be told to leave Canada. If you fail to leave, an H&C app will not prevent you from being removed.

How did become a citizen but you aren't? How old are you?

Something doesn't add up here. Have you been adopted by your 67 year old Canadian citizen mom or were you born before she became a Canadian citizen?

Am not adopted.. my mom moved to Canada 10 years ago and she become PR and 2015 she become Citizen.
When she came and I am over 30 and she is not able to sponsor me become PR.
I was born in Indonesia.

My mother came to Canada as a visitor and she tried to find a job and 1 of company hired her and sponsor her till she got PR..
and 5 years a go when she was 62 years old she received offered become Canadian citizen and she did interview and 2015 she become citizen.
I never came with her since she moved coz I have a good job in my back home.

This case is extremely unusual. WP are rarely given to someone who is around 60. You mother has barely worked in Canada so will have minimal CPP.

She is lucky ..
her CPP was minimal.. but thanks God I applied for her OAS and GIS .. and will received soon.

Has she been in Canada for 10 years? She will have difficulty living on just OAS and GIC iff she doesn't have previous savings especially if you are not granted H&C.

She is here 11 years now..
she will received around 1.800 according Canada Service..
now my H&C on process and I have to submit my medical exam .. hopefully and always pray I will get approve for first stage after medical
