I haven't received an ITA yet, but I've entered the pool recently with 445 points, now preparing the necessary paperwork while on the wait.

I have a permanent resident brother in Quebec who can help me with the following documents:
- Both sides copy of his PR card.
- Copy of passport (not Canadian) stating his parents to prove the sibling relationship.
- A copy of a recent mobile phone bill stating his address.

My brother moved a year ago to his girlfriend appartement (she owns the apartment), so he does not have a lease contract, or another utility bill on his name.

Would IRCC accept a recent mobile phone bill as proof of address? If not any other suggestions are appreciated.

Thank you for the reply, unfortunately my brother is not willing to share his financial details. He can only share his mobile phone bill, which is too weak... I'll have to go on my own.

Thanks for sharing this. Did CIC approve your points for relative in Canada with just a mobile phone bill as proof of address? you did not submit anything else besides passport/PR card?

Sorry for the persistence I'm trying to avoid unpleasant surprises.

As per my GCMS notes, they gave me points for my uncle (for Selection factors- the 100-point grid). I submitted:
- Copy of Citizenship card (in your borther case, will be PR card). Important: Send scanned copy of both sides.
- Phone bill (last one that he had, less than 6 months is the requirement)
- Birth certificates (my dad´s, my uncle´s and mine) to prove relationship.

Rgds.,

For reference, you may want to take a look at their website:

https://www.canada.ca/en/immigration-refugees-citizenship/corporate/publications-manuals/operational-bulletins-manuals/permanent-residence/express-entry/applications-received-on-after-january-1-2016-completeness-check.html#s06

Extract:
"Document requirements
  • This documentation is required if the applicant indicates that they, or their accompanying spouse or common-law partner, have a family member in Canada who is a permanent resident or a Canadian citizen.
  • A copy of both sides of the family member's Canadian citizenship document, Canadian birth certificate and/or permanent resident card must be provided.
  • Evidence that the family member currently resides in Canada must be provided (a residential lease, mortgage documents, utility bills, etc.).
    • The documents must show their address in Canada and should be recent (dated within six months prior to submission).
  • Proof of the relationship of the applicant or the accompanying spouse or common-law partner to the family member must also be provided (e.g., a birth certificate, an official document naming the applicant as a relative, a copy of the inside back cover of the relative’s passport showing the relative’s parents’ marriage certificate, legal adoption documents and any other documents that prove or describe the relationship).
  • If the applicant claims a stepbrother or stepsister, there should be no evidence in the application that the marriage or common-law relationship between the parents of the stepbrother or stepsister has broken down."

Yes I'm aware of the documentation, you can see there're a lot of documents listed, I was not sure how many of these were required, so I called IRCC's call center to verify and their answer was a generic "submit a letter explaining why you are not submitting other documents and only the processing office will be entitled to make a decision later on".

Thank you for the info though, if it was accepted in your case that's green light :)

One last question, was the bill you submitted a scan of physical paper or a PDF your uncle downloaded from mobile operator website?

I submitted the pdf of the utility bill he got by email from the mobile phone company.

Note: Canada is pro green measures that reduce environmental issues. That been said, now many people don´t receive paper bills anymore :)

Yeah, it is a big list.
Regarding the evidence that the family member resides in Canada, you may chose one of the following: a residential lease, mortgage documents, utility bills, etc. So,... a phone bill is a utility bill, same the cable/internet bills.

I submitted the pdf of the utility bill he got by email from the mobile phone company.
It still doesn't answer quite clearly :)

The mobile phone company sent him a pdf or paper (that he converted/scanned to pdf)?

I feel retarded asking this... sorry (my brother downloads his bills from operator's website)
