My file was transfered to lvo on Sept 6th 2018. Only medical request after that Nov but no news Gckeys says we are reviewing but bgc has not started yet

What happens if your response to procedural fairness letter does not reach LVO during the deadline? My deadline is February 24. I dispatched my response on February 18, 2019 through FedEx but their flight has been delayed. Originally the documents would have reached London by February 21 but now they are saying that it will reach on February 25. Please help Im very worried.

Shouldnt the response be sent by courier because they have specifically asked for it to be sent by mail?

are you sure that yr documents will reach on 25 feb ???
sometimes the courier give date a week but they deliver within 3 days
keep track yr parcel number if they give u tracking number.
and email to visa office and tell them the exact situation
write urgent on subject ok
