I am applying for work permit with CSQ. i had completed one part of the process now going to fill up all the form and submit to cic to issue a work permit.
I received an Job offer number from CIC employer portal.

I have the same situation , when I want to apply online I should answer some question for eligibility , but at the end it ask me if I have a LMIA , and when I answer no, the system told me that I should wait to get the LMIA, however there is exemption for QUEBEC ! did you open an account and if yes how you answered the questions?
yes, my employer has created job offer for IRCC. and they gave me the # of job offer, but I can't open an account to apply work permit online.If you have CSQ then you have to go with LMIA exemption category and for that your employer has to create Job for you in CIC. then you dont need LMIA.
