Why no place to give biometrics in Canada

My son, a dependent of my PR application, is studying in Canada. We have received letters for biometrics.
There is no problem for all persons outside Canada to find a location to provide biometrics as requested.
However, the biometrics letter said that any person already in Canada has to leave Canada to provide biometrics.

So my son has to buy a ticket to home country or to apply for US visa just for biometrics purpose.

I really don't understand why there is no place to give biometrics inside Canada. Does anyone has the same situation? Thanks

Note: If you received this letter you must give your biometrics before coming to Canada and are not

eligible to have your fingerprints and photograph taken at a Canadian port of entry. If you are already

in Canada, you will have to leave the country to provide your biometrics.

This confirms, in the Note, that your dependent child must be processed outside Canada.

Note: There is a temporary public policy exemption for in-Canada applicants. More specifically, foreign nationals who are eligible to apply from within Canada would normally provide their biometrics as part of an application or request for

• a temporary resident visa (TRV)
• a work permit or study permit
• a temporary resident permit
• permanent residence

However, since there is currently no biometric service delivery network within Canada, these applicants are exempt from the biometrics requirement until such time as the public policy is lifted. Applicants who apply from within Canada, but whose applications are not eligible to be processed from within Canada, are not covered under this public policy exemption. Those applicants are required to leave Canada in order to submit their biometrics as part of their application.

I have a similar issue. I am on a Tourist Visa in Canada and I want to apply for a student visa for which I will need to give biometrics and most probably leave canada in order to give them... I wanted to know whether your son gave the biometrics and came back to canada right then or did he stay in USA for any other passport processing work?
