Out of status! Need help please

What are you referring to as 90days? If you held a valid work permit in October and applied for the extension which was refused, it should not necessarily mean that your existing WP is canceled and you have to apply for restoration. In other words, if you applied for a work permit extension again in October after refusal, you did not need a restoration of status as you had a valid status. You went on implied status on January 1, 2019 when your WP expired. Implied status does not expire until CIC makes a decision on your application. You need to make sure that your application was delivered and accepted so you better call IRCC and ask them for your application number and status.
If your current extension gets denied, you will then have 90 days to apply for restoration. But, if your application was never delivered or was returned due to being incomplete, you will be considered out of status from January 2.

What do you mean about not delivered??? I have sent it in a right address I guess but I never know. Before I sent it to the cpc Vegreville but it is no longer open so we sent it to Edmonton as written on their website. I have a copy of the tracking number and I send it as a registered mail!!! The things I do not get also is when the date of restoration will start? As far as I know, It is January 2nd until April 1st. So how can I restore it in time if I get refused at the end of March??? Something is not fair

Restoration status starts when you lose your status means if you get refusal, your 90 days starts from the date of your work permit refusal.

Proof of delivery is all you need. Your status in Canada is "implied" from January 2 till the date CIC makes a decision on your application. You have 90 days to apply for restoration from the day you get a refusal on your current application which hopefully won't happen.
You are not out of status from January 2 but on implied status. I don't know how else to repharse this for you. Good luck.

Average processing time for a closed work permit extension applications made on paper is close to 4 months. Since you are reaching that mark now, you might want to contact IRCC and see if you can get an update. Google "contact Ircc" to find a phone no. or Google "IRCC webform" to submit a message which would be replied by email.

I will wait until I reach 113 days it will be next week and I will contact them. I really appreciate your advice

So If something goes wrong I do not enough time to do restoration so that is my question. Should I apply it right now?

If your permit expired in January 2019 and you applied for extension in October 2018 then you are safe. If it is refused then you will be given 90 days from the day you receive you receive the refusal to apply for restoration.

As for linking your application, you need to try different ways. Ad make sure any information you enter is exactly as it is in your paper application. Try using caps as well
