I just wanted to get some information regards to family sponsorship for spouse. My husband is a permanent resident of Canada and moved there in August 2018. He got into a job last month and is now looking to apply for my visa. All those months he was surviving on his savings which he had got from his previous job.I had applied for a tourist visa to Canada last month and the same got rejected reason being:
*I have not satisfied the visa officer that I would leave Canada at the end of my stay as temporary resident.
*Family ties in Canada and in country of residence
*Purpose of visit
*Personal assets and financial status
I had applied to 2 colleges in Canada in the month of December last year and got an offer letter from one of those 2 days back. But when i enquired with a travel agent over here they guided me stating not to go for student visa application as again the same would get rejected reason being my husband is a PR and is already working there. Also the agent advised me was to wait for another 2 months to start my dependant visa application since my tourist visa got rejected only last month. I needed some advise on this.

Yes - there's a high chance your study permit will be refused as well since IRCC will assume you are trying to use the study permit as a means of moving to Canada early and aren't a genuine student.

Your husband doesn't need to wait to sponsor you for PR. He can do this immediately. FYI - it's not a dependent visa. It's a spousal sponsorship PR application.
