Hi! I found out that getting my son a proof of citizenship takes a year and then apply for a canadian passport. We want to go to Canada to visit his dad and relatives, is it possible to get my son a tourist visa to enter Canada?
My son is 9 years old and was born in here in the Philippines. His mother is from the Philippines.

If he is or has the option for a Canadian passport, no he can’t get a visa of any kind. He’ll need to have a passport to travel to Canada.

He is Canadian and doesn't qualify for a TRV. You can try for a facilitation visa but as there is no hardship in this situation.

My son has a Philippine passport. He is a Filipino by birth.
As a Canadian citizen, he will need to travel on Canadian documents. His Philippines passport will not be enough on it's own.

Before considering the issuance of a facilitation visa, officers must verify the status and identity of the applicant through written confirmation from a consular officer that the client has a Canadian passport on record or documentary evidence of citizenship (DEC).

There doesn't appear from your narrative to be any documentary evidence of citizenship on file yet.
