Older brother is currently sponsoring my mother and I, we submitted our application back in May 2018 and received prearrival + medical tests in November and are now currently waiting for BGC to be complete (I guess).

I know that BGC completion times vary but I want to know is when does CSIS start them, at what point of our process did they start the background check? I hear several answers, some say when we submit our application whereas others say when we submit our medical tests.

Also, this website (https://www.canadavisa.com/canada-immigration-processing-times.html#gs.f64M0C0G) states that most PGP applications average between 20-24 months to be completed. How accurate is that? I felt like our application moved pretty quickly from submitting our application (May 2018) to medical tests (November 2018) with prearriva, AOR, and sponsorship approval between them so I find it hard to believe that we are now going to just sit and wait for up to over a year.

BGC time depend on what country youre from, personal background issues ( like serving in the army) and which VO processing your application.
It can take up to a year in complicated cases or couple of weeks if there are no issues.
You can check official processing times on the IRCC website

I completely get that BGC completion time varies but that is not what I am asking. I am asking when do they START.

At some point in the process. I think it varies and no one can tell you exactly

VO`s in Canada tend to do it early, while VO`s abroad tend to do it at the end. If you read msgs in this forum you`ll see that everyone is different. I really dont understand why but thats the way it is
