I have done bsc electrical engineering with 2.721 cgpa out of 4 and want to get admission in master in electrical

Would imagine they will be too low but you'll have to check with the universities. There is quite a lot of competition for both the domestic and international spots so the entrance averages are usually minimum mid 70s but it depends on who applies. I would email the lower ranked universities that offer the program and ask about last year's admission averages.
