I know I may be playing dumb but I am confused by the answers I got from a very nice agent. I had a so called ghost update yesterday and I called today to inquire about it. She told me that my background verification is complete and yesterday an officer worked on my file so that might have triggered the update.
I asked her whether they have a closure on my eligibility I mean any recommendation or updates , she said eligibility is not mentioned here and recommendations on eligibility remain the same as previous. Keep checking your account for any correspondence.

My question is , when they say background verification is complete , they include both criminality and security right ? Above it , do they complete security without a final decision on eligibility ?

I know from the stats here that a ghost update two and half months after IP2 mostly means a decision on the application but she didn't hint any such action on my application and so wanted your opinion.

Ghost update January 24 (so I think it was approval)
Biometrics completed February 01
Called CIC February 01, agent confirmed the approval

Eligibility goes hand in hand with background check which further is broken down into Criminality and Security.
After the case analyst has a 'met or recommended pass' judgement on your eligibility , your Criminality is passed against your submitted PCC(s) . This is the point IP2 stage is triggered. He then puts the file for the next stage review.
As far as I have read across the threads , then an Immigration officer reviews the recommendation and make a final call on eligibility and then triggers the security check. Once security reports are back from affiliated agencies then the same officer who cleared your eligibility or may be some other one checks the sanity of your application for one last time before giving a final decision. This is my understanding of this process based on the information I got in different threads from subject experts, may be the veterans could factually correct this assumption if needed.
I also wanted a confirmation on this assumption in my previous post on my experience I had on a call today.

I wish that is the case but this five and half months of nail biting process took a toll on me and just don't want to set too optimistic expectations. Because too optimistic expectations are the only reason why the sanity of our minds was compromised in this wait game
