Refused in may 2018, Till now my fees is not refunder

I got refusal in September 2018 and told my agent to apply for refund. Its been 4-5 months now but my fees is not refunded yet .i have applied in thompson river university. I think my agent is Lying to me. Can i apply refund by myself? Or it is only in agent hands?
