Some would accept and proceed as their CRS might have decreased after the OINP draw. Most will go through the direct ITA route. So, yes there would be more OINP draws for HCP category.

Abishek why you think the cut off got low
you asked Abhishik but i would still reply :p, the cut off was low because there were back to back draws and less number of applicants enter the EE pool in just 7 days. Hope the trend continues in future as well.
 
Are there chances for a draw on 6th . I believe there will be a draw for a specific stream on 6th followed by a normal draw inviting the usual 3900 on Feb 13th . The score though should be around 439 .Experts please pitch in. Valentines Gift would be though something around 437

Your IELTS must be valid by the time your application is submitted. You need more than one day to submit your application as there are documents you'll need to get. So technically, it won't be possible.

Yes. After you receive your ITA, you have only 2 months to submit your application. So yh, that's definitely okay.

According to my analysis, I think the next draw will have a cut-off of 438(optimistic)-440(probable case), if it happens in another 14 days and draws another 3900, which will be on 13th Feb 2019. The worst case could be another 14 days and a 3350 ITA draw, in which the cut-off maybe as high as 443. The best case is another 3350 draw in 7 days, in which the cut-off maybe as low as 436-437.

I guess the reason for this low CRS is because of the Ontario NOI? Think about it, they cleared all those who had a CRS of 439 and above?

Yeah but you have 45 days to complete ONIP, so a lot of them would have held out for a direct ITA and will now reject the nomination. Even if you get a nomination you are still live in the pool.

I too declined my ITA due to other issues I have a score of 450
