Help! Work Visa Issued But no Job

I was supposed to go work for ICAO as a data entry intern(unpaid) under an open work permit. But, the visa was delayed for four months and I finally just got it 17th January, 2019.
My problem now is that on checking back with ICAO if the internship position was still available, I was told it’s no longer available(note:they had earlier stated I would get a new date whenever I get the work permit). ICAO supported in getting the Visa too.

My question is, can I still come to Canada and get a Job with another company? or can I only work with ICAO? Or do I have to get another Job/internship Offer before I can make use of the W-1 Visa. I am asking so as not to be turned back at the PoE.

Note I have till 30th of June.

If it's an open work permit you should be free to work for any employer in Canada. I would read the conditions on the work permit again to make sure it's an open WP.

All I have is the visa stamp in my passport. I am told I would have to get to the PoE before I will be issued the work permit. So as it stands, I can’t tell if it’s really the Open Work Permit I was given nor do I know the conditions. I don’t want to get to the airport and be asked to return back.

It's not an open work permit it's a closed work permit. No you have to work for that employer. The new employer would need to get an LMIA and you'd need a new work permit.
