It is up to each college or university to grant a deferral letter. Not all do.

Won't the institution change the start date to next semester if a student notifies about delay in Visa processing? I think most of them would comply to this request, maybe not summer start but fall.

In smaller programs or in demand programs you may not get deferrals but may have the opportunity to be considered again.

York University and within 4days. Once you meet the conditions on your letter of acceptance it's not a problem you can get it quicker.
