yes it is open via online application. if you are applying on your own follow this https://www.centennialcollege.ca/admissions/international-education/how-to-apply/ you can also fill the agent information in online application form. But if you are applying via agent you can wait as it is not yet open for admissions by agent, might have to wait till sometime in mid or late feb 2019. But i would suggest you to contact the college regarding the exact date.

Thanks for this information I have applied to Seneca College for September intake2019 for advanced biotechnology engineering. I have 80% and overall 7 (6.5)in IELTS. I applied on December 12th when will I get my offer letter
