This is not the reality, if this was the case then anybody who does not have money to pay their fees and manage living expenses in Canada but is eligible for SDS category can apply and get VISA. As far as IDP is the concern, we all know that IDP didn't charge money for their service, they get some percentage of money from your college on completion of each semester. Therefore, they might be chances of having such people who do not have proper knowledge but working at IDP and guiding you. So, it again depends on the person who is assisting in your VISA application process.
I would suggest you do all the R&D on your own, have any issue take their help at IDP and then verify it on cic.gc.ca whether it's true or not. There will be many people who will suggest you multiple ways of solving an issue. But, the smart way is to listen to everyone and do your own analysis to find out which solution fits best for you.
