I am filling cit0002 form. Please advise what to fill in section 9(c). I got my PR card in canada and only went outside canada for vacation, should i fill No for that section

I see some people did not get In Process status even after 30 days. ? how does this work? if any documents are missing or application incomplete it will not go to InProcess? anyone have any idea?
