Yeah, I called today (after 6 attempts, I got on the queue!), the agent also told me too that he cannot find my passports on their system. He was unwilling to check with their shipping and receiving department. He only asked his 'team leader'!
I think the Call Center guys don't see anything that is not linked to the system. And (my assumption is) the passport gets linked to application only after approval.
