Sibling points

In my ITA I had claimed extra points for sibling in Canada. My brother, moved to Canada 2 months ago and received his COPR. Since then he has completed all the formalities of settling in. He has a registered address in Ontario, has opened a bank account, has bills under his name and has also received a full driving license. So basically he now lives in Canada but is currently visiting Pakistan and will be returning in February. One of the conditions of gaining extra points for sibling is that the sibling must be living in Canada at the time of application submission. My application deadline is 28th January which means I cannot wait for him to return to Canada in order to apply. If I provide his bank statement, bills and driving license will it be enough to prove his residence in Canada or does he have to be present in Canada at the time of application submission?

Any suggestions on this?

Do they tell that at the time of you file the application, he should be inside Canada?

To my knowledge it is not required him to be inside Canada at the time you apply.

This is what the CIC website states: 'To get sibling points, candidates will need to show that the sibling is a Canadian citizen or permanent resident who is living in Canada and is 18 years of age or older.'
Now I'm not sure if living in Canada means that the sibling must also be present in Canada at the time of applying. Anyone with a similar situation?

For me, this doesn't say that the sibling should be inside canada at the time you applying.

However, in sponsorship rules say that the sponsor shouldn't be in at the time of applying, but at the time of decision is made. In light of that, your brother should be in Canada at the time of decision about your application is made.

This is my thought

Received an ITA
Have to submit documents of sibling as well as she is PR here.
The problem is on my sibling passport mother name is written as Surjit and on my passport it’s written as Surjeet. ( A little spelling error are there)
on her birth certificate father name is written as Angrej Singh brar, on my Birth certificate it’s written Angrej Singh ( brar is not mention there)
Birth Certifiacte was in Hindi so we got translated it from certified translator and attached both copies.
What we can do for the name error in passport, will it be okay if we attach Letter of explanation with that.
Please reply, very few days left to submit the profile.
