Nope just ppl whose name matches someone in criminal database

are you sure this is the reason? I though this is for applicants whose current passport do not contain biometric info.

Thats what i know reading seniors post. Pakistani passport does contain biometric pages still some of applicant from there get FP request so i think name match makes more sense
